What Authorize.net is best for

Authorize.net is best for merchants who already have a separate acquiring relationship (e.g. an existing Chase, Elavon, or Fiserv contract) and want a published gateway-only price they can model on a spreadsheet.

For a merchant without an existing acquirer, the All-in-One plan is at the same percentage as Stripe with an extra $25/month, so it only wins where the merchant needs the AIM/CIM Customer Information Manager features specifically.
